Next Domestic Cricket System of Pakistan

NOTE: This is a draft proposal for review and consideration to improve the domestic cricket structure. The schedules provided here are tentative and can be adjusted.

A-1. Introduction

It is a fact that fortunes of Pakistan’s national cricket team cannot be enhanced without a strong and competitive domestic first-class cricket set-up. Some former cricket stars, foremost among them being Imran Khan, have advocated for making domestic cricket structure totally regional, just like in Australia, where State teams play for Sheffield Cup and/or England, where teams play County Championship (counties can be defined as something similar to districts in Pakistan). Other cricket stars feel that since they provide employment in order to encourage development of young talent, regional (or cities) teams should play together with the departmental teams like Pakistan International Airlines (P.I.A.), Allied Bank (A.B.L.), Zarai Taraqiati bank (ZTBL.), Habib Bank Limited (H.B.L.), Customs, Railways, etc.

In order to accommodate both these ideas, in late 1980s, Pakistan Cricket Board (P.C.B.) came up with a system, where the major first-class cricket tournament in Pakistan “The Quaid-e-Azam Trophy” was made regional based (competed between city teams), while “The Patrons’ Trophy” was made for departmental teams (as mentioned above). Both the tournaments were divided into two leagues, with League 1 playing four-day first-class matches on home-&-away basis and League 2 playing non-first-class three-day games on the same home-&-away basis. There was a rule of promotion given to the top two teams of League 2 and relegating bottom two teams from League 1 in any following season. All these four day and three games were followed by a one-day game between the same teams to decide the better one-day side. Then there was the largest Wills’ Cup One-Day Cricket tournament, which used to bring both the cities and departmental teams, coming together to decide the best team.

This season 2003-2004 started of with the claim that domestic cricket has been revolutionized. Yes: There has been an alteration; however it has been a negative transformation. For the first quarter of the season, there has been little competition between the teams. Many cricketers (both senior and junior) are surprised that when the late 1980s cricket set-up was doing not all that bad, why P.C.B. decided to change the format and derailed the process of developing the natural talent.



A-2. Suggestions:

I am suggesting that a system similar to the late 1980s system should be brought back for 2004-05 season. Have the following ten city teams compete for “The Quaid-e-Azam Trophy”. While following ten departmental teams competing for “The Patrons’ Trophy”. These two tournaments should be played side-by-side starting on September 30 – 2004 and finishing on December 27 – 2005 (winner decided on points rather than playing Semi-Finals and Final):

These teams should play on single-league basis playing one four-day game against each other. There would also be break in the beginning during Ramadan in the weeks of Monday - October 11 – 2004 till November 17 – 2004. Here are the dates for the nine weeks first single-league round matches, tournament should be on single-league basis and the winner decided on points rather than a separate final. Here are the suggested dates for this tournament:

During Ramadan, “The Ramadan Inter-Provincial Day-&-Night One-Day Tournament” should be held between Sindh – N.W.F.P. – Balouchistan – Punjab – Capital teams playing against each other once and final on November 09 – 2004. Here are the dates for the eleven games of this tournament:

“The Premier Inter-Provincial Cricket Tournament” should be held between Sindh – N.W.F.P. – Balouchistan – Punjab – Capital teams. On each set of five days, two games should be held, tournament again should be on single-league basis and the winner decided on points rather than a separate final.

Under 19 - School - & - Club Cricket

The Under 19 Cricket should be played on the same ten City Association basis, three-day matches and played during late August and September 2004, with the Final (four-day match) finished by September 26 – 2004. Also “The National School Cricket Championship” and “National Club Cricket Championship” should be held sometime during the season, either during late August and September 2004 (better time, since schools are towards the end of summer break) or March 2005 (after all the major Domestic Cricket Tournaments are finished).

For school and club cricket, either take the ten school and club teams from the ten “The Quaid-e-Azam Trophy” City Associations, which wins the local city-level school championship (better option) or ask the ten local City Associations to select and send for the competition their City School and City Club teams based on the performance of the players competing in the local school and club cricket. Finals of all these three tournaments, namely “The Under-19 Championship”, “The National School Cricket Championship” and “The National Club Cricket Championship” should be shown live on television, members of National Selection Committee and former cricketer stars should be invited to these finals and special efforts should be made to bring large crowds to see these games at the stadiums.
